It's based on the theory of points/pound/gallon. That is, so many
gravity points from each lb. of fermentables per gallon of wort. DME has
45 points/pound/gallon and LME has 36. So to make 5 gal. of a 1.045
beer, you'd use 5 lbs. of DME. One lb. of DME in one gal. of water
yields an OG of 1.045, that is.
