Yeah, you could let it sit for 6 months in a carboy, and it still
won't carbonate! :)

The actual carbonation takes place under a "closed" system, like a
capped bottle, or a sealed keg. I prefer the keg myself, you can force
carbonate just about any beverage you like with controlled results.
Have you taken a hydrometer reading to see what's going on in there?
