Water Treatment???

Hi All,
The municipality I live in treats the potable drinking water by a process
known as chloramination. It's a process where chlorine and ammonia are both
used to treat the water. Also, the chloramines will not evaporate away like
simple chlorine will. It doesn't affect the taste of the water at all but
there are some minor precautions. Most important is it is toxic to fresh
water fish.
You must use a water conditioner when changing the water in aquariums. The
conditioner is readily available at pet shops and isn't very expensive, so
that's not a major problem.

I understand this method of water treatment has become quite popular and is
in use by many municipalities around the U.S. Has anyone had any experience
with chloramiated water and any possible adverse affects to brewing?
Thanks -

It creates chlorophenols in beer, which give it a disgusting "band-aid"
like flavor. The easiest way to get rid of the chloramine is to draw
your all water the day before brewing and add 1 crushed campden tablet
per 20 gallons of water. Stir it in and let the water sit overnight.
The next day, give it another good stir to outgas the tablet and you're
good to go.

An activated charcoal filter will not remove this?
