As far as the law goes, is beer and mead the same? Or is mead considered a

In what country? In the USA the same laws for home brewing wine or beer for
personal consumption apply.

Mead is a lot closer to a wine than a beer. Alcohol content is generally
much higher than a beer (and many wines ;). And a properly aged mead is to
die for!
