Head Characteristic

I've been brewing with Mr. Beer products since Christmas, and have been very happy with the taste of the results. However, I've been having some issues with carbonation. I've been careful to allow for full fermentation (most recent batch was in fermentation tank for 4 weeks!), and also attentive to the amount of priming sugar. Even after lagering for several weeks after bottling, the heads are "rough" and carbonation level is very high. If I chill them a lot, things tend to be better, but I don't like to drink the particular styles I've been making at that low a temperature. Any ideas or advice?
